Seller is a term used by many Adult Fans of LEGO (AFOLs) to describe those who re-sell new and used LEGO products through online services such as Bricklink or at LEGO events or user group meetings.
It is not usually used to describe resellers of second-hand sets, retailers such as toy stores, department stores or other places where LEGO can be purchased new, or vendors who make and sell LEGO-compatible products like custom kits or custom elements.
